With the war featuring less and less prominently in the media, this was welcomed as an encouraging signal that Scottish trade unionists have not forgotten about their Ukrainian counterparts as the second anniversary of Russia\u2019s full-scale invasion of Ukraine looms.<\/p>\n<p style=\"text-align: left;\">Taking place under the title \u2018Ukraine\u2019s fight is our fight\u2019, the four-hour-long event in Edinburgh\u2019s Augustine United Church \u2014 which was\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=mjfkw6BDxrQ\">live-streamed in its entirety<\/a>\u00a0\u2014 boasted an impressive range of speakers, many of whom were Ukrainian socialists, trade unionists and environmentalists. This made the event a refreshing departure from many other left-wing forums in Scotland and the rest of these islands in which the war has tended to be discussed with very little, if any, input from or reference to the views of Ukrainians.<\/p>\n<p style=\"text-align: left;\">USCS was established in the immediate aftermath of the all-out invasion in February 2022, initially as an outgrowth of the longer-running London-based\u00a0<a href=\"https:\/\/ukrainesolidaritycampaign.org\/\">Ukraine Solidarity Campaign<\/a>\u00a0(USC) but increasingly functioning as an independent organisation in its own right.<\/p>\n<p style=\"text-align: left;\">It rejects the argument advanced by some sections of the left, particularly those in and around the Stop the War Campaign, that the war in Ukraine should be understood principally as a conflict between Russia and NATO in which socialists should be neutral; instead, taking its cue from\u00a0<a href=\"https:\/\/www.opendemocracy.net\/en\/odr\/a-letter-to-the-western-left-from-kyiv\/\">left-wing Ukrainians<\/a>, it recognises that Ukraine is fighting a defensive war against Russian imperialism in which it deserves support from those who uphold the right of nations to self-determination.<\/p>\n<p style=\"text-align: left;\">This event, by far the most substantial and successful event organised by USCS in its short existence, served two purposes: firstly, to aid socialists in Scotland in better understanding the current situation in Ukraine and the impact of the war on Ukrainian workers, the economy and the environment; and secondly, to focus minds on how we can organise the most effective and practical solidarity from Scotland to Ukraine.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" class=\"wp-image-565 alignright\" src=\"https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079-1024x683.jpg\" sizes=\"(max-width: 1024px) 100vw, 1024px\" srcset=\"https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079-1024x683.jpg 1024w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079-300x200.jpg 300w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079-768x512.jpg 768w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079-1536x1024.jpg 1536w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0079.jpg 1620w\" alt=\"\" width=\"436\" height=\"291\" \/><figcaption class=\"wp-element-caption\">Pictured: Dr Taras Fedirko speaking at the USCS seminar in Edinburgh.<\/figcaption><\/figure>\n<h2 class=\"wp-block-heading\" style=\"text-align: left;\">Radical perspectives<\/h2>\n<p style=\"text-align: left;\">The day suitably began with a harrowing report from Olesia Briazgunova, international secretary of the Confederation of Free Trade Unions of Ukraine (KPVU), who joined the event remotely from Kyiv. She set out a now-familiar description of the dual role of Ukrainian trade unions in supporting their members on the frontlines while also defending their interests against employers and the state, all against the backdrop of martial law which has made strikes and union rallies illegal. The KPVU has called on western governments to continue to provide economic, humanitarian and military aid to Ukraine (not an uncontroversial demand in trade unions here), to impose stronger sanctions on Russia and to use frozen Russian assets towards a \u201cjust reconstruction\u201d.<\/p>\n<p style=\"text-align: left;\">Solidarity greetings were subsequently heard from Labour MSP Katy Clark, SNP MP Tommy Sheppard, Green MSP Ross Greer and PCS assistant general secretary John Moloney \u2014 a reflection of the broad nature of USCS, whose members consciously decided not to have a narrow focus on the trade union movement but to instead build support for Ukraine across Scotland\u2019s trade unions, political parties and social movements.<\/p>\n<p style=\"text-align: left;\">An exceptionally good, if sobering, presentation was given by Dr Taras Fedirko, a political and economic anthropologist at the University of Glasgow. He explained in clear terms the extent to which the Ukrainian economy is now overwhelmingly dependent on western aid. Ukraine\u2019s defence spending alone was greater in 2022 than the entire state budget in 2021; the country\u2019s annual tax revenue just about covers military salaries.<\/p>\n<p style=\"text-align: left;\">Even the International Monetary Fund (IMF), alarmed by this unsustainable reliance on other countries, has encouraged the previously libertarian Zelenskyy government to pursue progressive taxation (an irony observed by LSE\u2019s Luke Cooper in a\u00a0<a href=\"https:\/\/www.ips-journal.eu\/topics\/economy-and-ecology\/ukraine-is-quietly-abandoning-neoliberalism-7282\/\">recent article<\/a>\u00a0which Fedirko mentioned and endorsed).<\/p>\n<p style=\"text-align: left;\">Fedirko\u2019s presentation left an impression of two distinct paths open to Ukraine: one in which the massive labour shortages created by the war, combined with the expansion of the state and a turn towards progressive taxation, provides enough leverage to organised labour to push for a social-democratic reconstruction; or one in which Ukraine becomes an \u201cEastern European Israel\u201d with a powerful military-industrial complex orienting the entire economy and society around confrontation with Russia. With well-paid British consultants among western experts deployed to Ukraine to shape economic strategy, there is an acute danger of the British and European left leaving the question of Ukraine\u2019s economic future uncontested and allowing the right to exclusively shape it.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" class=\"wp-image-566 aligncenter\" src=\"https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101-1024x683.jpg\" sizes=\"(max-width: 1024px) 100vw, 1024px\" srcset=\"https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101-1024x683.jpg 1024w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101-300x200.jpg 300w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101-768x512.jpg 768w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101-1536x1024.jpg 1536w, https:\/\/heckle.scot\/wp-content\/uploads\/2024\/02\/DSC_0101.jpg 1620w\" alt=\"\" width=\"376\" height=\"251\" \/><figcaption class=\"wp-element-caption\">Pictured: Iryna Zamuruieva speaking at the USCS seminar in Edinburgh.<\/figcaption><\/figure>\n<h2 class=\"wp-block-heading\" style=\"text-align: left;\">Environmental crisis<\/h2>\n<p style=\"text-align: left;\">A similarly thorough presentation by Iryna Zamururieva, an ecological activist based in Edinburgh, highlighted the scale of the environmental damage caused by the war, much of which will have a cross-generational impact. For example, up to 40% of Ukrainian land is now mined.<\/p>\n<p style=\"text-align: left;\">While the full extent of the damage can understandably not be determined until areas which are either occupied or the site of active conflict become safe for researchers to access, it has already been established that hundreds of species of animals and plants are\u00a0<a href=\"https:\/\/www.theguardian.com\/world\/2023\/feb\/20\/ukraine-war-cost-for-nature-russia\">at risk of extinction<\/a>\u00a0(alarming not least because biodiversity is\u00a0<a href=\"https:\/\/www.un.org\/en\/climatechange\/science\/climate-issues\/biodiversity\">recognised as a bulwark against climate change<\/a>) while fresh water, already in short supply in Ukraine as a result of climate change, has been widely contaminated by destructive actions such as the\u00a0<a href=\"https:\/\/icds.ee\/en\/the-harsh-reality-of-the-russian-liberation-signs-indicating-that-russia-has-committed-an-environmental-war-crime-in-donbas-since-2018\/\">flooding of coal mines<\/a>.<\/p>\n<p style=\"text-align: left;\">The destruction of the Kakhovka dam last June, leading to devastating flooding in the Kherson region, is perhaps the best known environmental disaster arising from the war in Ukraine. Zamuruieva pointed out, however, that the construction of the dam in the 1950s was also an environmental disaster, motivated in large part by the need for fresh water in Crimea during the deportation of the Tatars \u2014 a Russian colonial crime. She also highlighted other environmental disasters; in one case which received remarkably little publicity,\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/four-million-dead-chickens-tell-grim-story-of-ukrainian-farm-11649410270\">more than four million chickens died<\/a>\u00a0at Europe\u2019s largest poultry farm after the occupation made it impossible to feed them.<\/p>\n<p style=\"text-align: left;\">With fossil fuels playing a significant role both in driving and funding the war, the Scottish climate movement forms a critical part of global anti-imperialist struggle, Zamuruieva put across. She encouraged USCS supporters to attend\u00a0<a href=\"https:\/\/www.climatecampscotland.com\/\">Climate Camp Scotland<\/a>\u00a0this summer, as well as to pressure the Scottish Parliament to take more action; opportunities include Labour MSP Monica Lennon\u2019s\u00a0<a href=\"https:\/\/www.ecocidelaw.scot\/\">proposed bill on ecocide<\/a>, and the Scottish Government\u2019s\u00a0<a href=\"https:\/\/consult.gov.scot\/energy-and-climate-change-directorate\/scottish-climate-adaptation-plan\/\">ongoing consultation<\/a>\u00a0on a national adaptation plan that also encompasses international action.<\/p>\n<p style=\"text-align: left;\">A more technical presentation on Ukraine\u2019s major environmental challenges was separately given by\u00a0<a href=\"https:\/\/en.ecoaction.org.ua\/\">Ecoaction<\/a>, a Ukrainian NGO which is to receive a \u00a3400 donation from USCS \u2014 the group\u2019s first international donation.<\/p>\n<h2 class=\"wp-block-heading\" style=\"text-align: left;\">A divided left<\/h2>\n<p style=\"text-align: left;\">Very little of the day was dedicated to discussing the way in which the war has divided the left internationally, but where these came to the fore most clearly was in a session on self-determination led by Irish writer Conor Kostick, who has\u00a0<a href=\"https:\/\/independentleft.ie\/connolly-and-ukraine\/\">previously written and delivered talks<\/a>\u00a0about Ukraine and the politics of James Connolly.<\/p>\n<p style=\"text-align: left;\">Though at times veering too close to a speculative exercise along the lines of \u2018what would Connolly say if he were here today?\u2019, Kostick correctly pointed out that Connolly was prepared to accept arms from a rival imperialist power, i.e. the German Empire, in order to wage a struggle for national liberation against the British Empire. Condemning Ukrainians for soliciting and accepting arms from NATO countries may be a legitimate political position, he said, but those advocating for it can\u2019t claim they\u2019ve derived their analysis from Connolly.<\/p>\n<p style=\"text-align: left;\">Neither can they claim to stand in the tradition of Lenin, added Mike Picken of\u00a0<a href=\"http:\/\/www.ecosocialist.scot\/\">Ecosocialist.scot<\/a>, highlighting the Bolshevik revolutionary\u2019s\u00a0<a href=\"https:\/\/www.marxists.org\/archive\/lenin\/works\/1916\/jul\/x01.htm\">writing on self-determination<\/a>\u00a0and in particular his opposition to annexations (\u201cbecause annexation violates the self-determination of nations, or, in other words, is a form of national oppression\u201d). This did not appear to convince Graham Campbell, now an SNP councillor, who said he had been a Leninist for almost all of his life but had since come to believe that the Soviet project was imperialist from the very beginning, owing to its suppression of Ukrainian self-determination and the subsequent Holodomor.<\/p>\n<p style=\"text-align: left;\">Leslie Cunningham, national organiser for Scotland in\u00a0<a href=\"https:\/\/www.rs21.org.uk\/\">rs21<\/a>, put across\u00a0<a href=\"https:\/\/www.rs21.org.uk\/2023\/10\/17\/understanding-the-contradictions-of-ukraine\/\">their position<\/a>\u00a0that Ukraine has a right to obtain weapons from whoever is willing to supply them, but also that the UK should not provide them. Everyone in the room, including the rs21 comrades, seemed to accept this was a bit of a fudge.<\/p>\n<p style=\"text-align: left;\">Most socialist opponents of western arms supplies to Ukraine rely on the specious argument that these supplies are prolonging the war, and that ending these supplies would quickly result in peace. USCS\u2019s persuasive counter-argument, which could have been more clearly articulated from the platform on the day, is that it is up to Ukrainians to decide the extent to which they resist the Russian invasion and occupation, and when to pursue peace and on what terms. This argument was recently and very coherently made by Colin Turbett in the\u00a0<a href=\"https:\/\/scottishleftreview.scot\/ukraines-popular-resistance\/\"><em>Scottish Left Review<\/em><\/a>.<\/p>\n<p style=\"text-align: left;\">Allan Armstrong, a member of the\u00a0<a href=\"https:\/\/republicansocialists.scot\/\">Republican Socialist Platform<\/a>\u00a0who has incidentally\u00a0<a href=\"https:\/\/intfrobel.com\/\">written extensively<\/a>\u00a0about Connolly and his politics, said a withdrawal of western support for Ukraine would inevitably lead to something resembling the Munich Agreement. Ukrainian independence is vastly preferable to the alternative seen in Donetsk, Luhansk or Chechnya, he said \u2014 fascism of a far more aggressive kind\u00a0<a href=\"https:\/\/heckle.scot\/2022\/09\/fascism-putin-and-the-nature-of-the-russian-state\/\">than is seen<\/a>\u00a0in the core of Russia.<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-282 aligncenter\" src=\"https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-1024x683.jpg\" sizes=\"(max-width: 1024px) 100vw, 1024px\" srcset=\"https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-1024x683.jpg 1024w, https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-300x200.jpg 300w, https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-768x512.jpg 768w, https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-1536x1024.jpg 1536w, https:\/\/heckle.scot\/wp-content\/uploads\/2023\/04\/DSC_0001-2048x1365.jpg 2048w\" alt=\"\" width=\"555\" height=\"370\" \/><figcaption class=\"wp-element-caption\">Pictured: Ukrainian students and refugees carry a flag through Dundee city centre to mark the first anniversary of the Russian invasion in February 2023.<\/figcaption><\/figure>\n<h2 class=\"wp-block-heading\" style=\"text-align: left;\">Building the movement<\/h2>\n<p style=\"text-align: left;\">The biggest takeaway from this event is that USCS is capable of organising discussions of a remarkably high calibre, a great achievement particularly in the context of wider post-pandemic organisational challenges being faced by virtually all of the left in Scotland. There was a welcome sense of comfort with USCS\u2019s political breadth and good-natured debate flowed easily from this. It was great that printed materials from Ukrainian writers, including English editions of the Ukrainian left journal\u00a0<a href=\"https:\/\/commons.com.ua\/en\/\"><em>Commons\/Spilne<\/em><\/a>, were on offer.<\/p>\n<p style=\"text-align: left;\">The second anniversary of the Russian invasion of Ukraine, landing on Saturday 24th February, will overlap with Palestine solidarity demonstrations in towns and cities across Scotland. There is a valuable opportunity here to connect the Ukrainian and Palestinian peoples\u2019 struggles through a self-determination framework, which USCS is uniquely positioned to do. USCS has already rightly supported Palestine solidarity demonstrations in Scotland and distributed copies of the\u00a0<a href=\"https:\/\/commons.com.ua\/en\/ukrayinskij-list-solidarnosti\/\">Ukrainian letter of solidarity with Palestinian people<\/a>. Efforts to place Ukrainian and Palestinian solidarity in competition with each other should be fiercely resisted. Demonstrations organised by Ukrainian communities in Scotland should be given whole-hearted support.<\/p>\n<p style=\"text-align: left;\">Looking further ahead, the Scottish Trades Union Congress (STUC) and various trade union conferences will provide more opportunities for USCS to win affiliations from trade unions, which \u2014 while representing only one aspect of its work \u2014 will boost its capacity to organise political and practical support for Ukrainians.<\/p>\n<p style=\"text-align: left;\">There is a positive sense of momentum building in USCS. It is virtually alone on the Scottish left in answering the call for internationalist solidarity with Ukraine.
